The Ministry of Transport has prepared a draft order banning the operation on public tracks of wagons with a service life extended from 2016. This is reported in the draft order of the Ministry amending the "Rules of technical operation of Railways of the Russian Federation" posted on the portal regulation.gov.ru . According to this draft, the ban will not apply to special rolling stock, tanks for the transportation of certain food products, as well as acids and chemical cargoes, refrigerated wagons, thermos wagons, glacier wagons, utility diesel power plants, transporters, cement hoppers.
All other cars, the service life of which has been extended since January 1, 2016, are prohibited to operate on public tracks, and the ban applies to cars of both residents and non-residents of the Russian Federation. The introduction of the ban was initiated by the head of Uralvagonzavod Oleg Sienko, whose request at the end of November was granted by Vladimir Putin, who instructed the government to develop a ban that applies not to all extended wagons (about 150 thousand units in operation), but only to those extended from January 1, 2016 (50-60 thousand). The Ministries proposed to exclude from the list of wagons those of their types that cannot be replaced by those produced in the Russian Federation. Deputy Prime Minister Arkady Dvorkovich confirmed last Thursday that the ban will be introduced.
As a result, the ban will affect old gondola cars, tank cars, grain carriers and a number of other types of rolling stock.
